Debate over the Ban of 53 Agrochemicals in El Salvador

This year our Salvadoran partner communities and organizations asked Voices to join them in a national effort to ban a long list of agrochemicals, including Paraquat, DDT, and Toxaphene. Many of the chemicals are banned in other countries but continue to contaminate Salvadoran communities, resulting in high rates of renal failure, cancer, and other public health issues.

If you follow Voices on Facebook (if you don’t we’d love for you to join us) you might recall that a few weeks ago we posted a photo of communities in the Bajo Lempa, along with Voices staff, CESTA, and MOVIAC all meeting with FMLN representatives in the Legislative Assembly. Our partners were lobbying representatives to consider legislation that would ban a list of toxic agrochemicals. The meeting was successful and the representatives said they were interested in taking action.

On September 5, the Legislative Assembly took action – they passed a bill banning 53 toxic agrochemicals. It was great news and our partners celebrated it as a victory. There was more motivating the Legislative Assembly’s passage of the ban than our meeting. In recent weeks there has been a tragic story in the Salvadoran news about several barrels of agrochemcials that have contaminated the town of San Luis Talpa, killing at least 60 people. This story helped the FMLN put together a majority of votes to pass the Sept. 5th ban.

But since the law passed, CAMAGRO (the Chamber of Agriculture and Farmers), the rightwing ARENA party, ANEP (National Association of Private Business), and multinational corporations like Monsanto have been lobbying President Funes to veto the bill. They argue that the chemicals are necessary for coffee production and that there are other ways to protect the population from exposure. Funes seems to be hearing them out. He still hasn’t signed the ban into law and supporters of the ban are worried he might veto it.

Members of MOVIAC (the Movement of Victims Affected by Climate Change) held a press conference during which they demanded that President Funes sign the bill into law. They also responded to the argument that chemicals are necessary for cultivating coffee and other crops. In a statement released this morning, MOVIAC states, “Changing the agricultural model is fundamental in order to protect people and the environment, and for this reason the message is not only to policy makers, but to farmers that there exist other forms of cultivation that protect ecosystems and don’t need the use of fertilizers.”

So all sides are stepping up pressure on President Funes to sign or veto the bill. This is a very important issue in the Lower Lempa region of Usulután where large sugarcane plantations spray large quantities of agrochemicals, contaminating nearby fields, water resources, and local villages.
Below (in English and the original Spanish) is an op-ed piece that Voices’ Field Director Jose Acotsa published in the Diario Co-Latino about the ban on agrochemicals. Jose grew up farming in a rural community in Santa Ana and many in his family still grow crops on their small plots. Jose has also spent the past 20 years working with farmers in rural communities like the Bajo Lempa region of Usulután. His article reflects the majority of views and opinions of Voices’ partner communities, and has been widely circulated at the local level.

The United Nations Food and Agriculture Program defines food security as the condition in which people at all times have access to supplies of safe and nutritious food that is sufficient to meet their cultural preferences and nutritional needs for a healthy and active life.

Since the Legislature reformed the Law on the Control of Pesticides, Fertilizers, and Agricultural Products, to ban 53 agrochemicals, the CAMAGRO (Chamber of Agriculture and Farmer) and other rightwing parties and organizations that supposedly represent peasant farmers lobbied the President to veto the reforms. They argue that the reforms will have negative economic repercussions on families involved in agriculture and result in greater food insecurity.

Food security has been a problem for decades. The UNPD reports that 17% of rural households and 9.2% of urban households live in the state of food depravation, meaning their food consumption is less than the minimum needed to have the energy required to function properly – and these numbers are likely on the low end. Food security has been an issue with the use of agrochemicals and there is no evidence that the ban will make it worse.

The causes of food insecurity in El Salvador are structural, and include the imposition of the neoliberal economic model that promotes ending agricultural production for domestic use. Proponents of the neoliberal model say that free, open markets will provide the most food at the lowest prices. For this reason, El Salvador dismantled the institutions that supported the Salvadoran agriculture sector.

For example, the government got rid of the Institute of Supply Regulation (ARI, in Spanish), meaning it no longer has purchasing power that allowed it to protect prices for producers and consumers. Without the ARI, markets are exposed to competition with foreign grains; there are no import quotas; and import tariffs are drastically reduced – all creating a lucrative business for domestic importers putting thousands of families into poverty.

Unequal land distribution also has a negative impact on domestic agriculture and food security. Despite land reform, land transfers, and efforts by the current administration to help families get titles to their land, poor families still do not have sufficient access to land or the protections that ensure they can use the land they have in a sustainable and production manner.

The problem is not a ban on agrochemicals. The problem is with the agricultural model that has been forced upon us. The debate should not focus on the poisons that kill weeds, pests, or diseases. The questions should center around the causes of the pests and diseases, and what is causing weeds and diseases to become more invasive. The debate should focus on why people believe agrochemicals are even necessary. It appears that conventional agriculture is counter to nature.

Its now necessary to stake out a new relationship between agriculture and nature so that food production is in closer harmony with nature and achieves more of an ecological balance. Endless economic profits should not be the goal or motive, rather producing food in a sustainable manner, caring for the health of the soil, water, biodiversity, and people. Without question, the ban on agrochemicals is a bold step in the right direction.

A new agricultural paradigm also requires spiritual, ethical and moral values. When asked about the Church’s position on agrochemical issue, Archbishop Escobar Alas expressed quite clearly, “using a proper scale of values, life comes first.”

La Organización de las Naciones Unidas para la Agricultura y Alimentación FAO, define seguridad alimentaria como una situación en la cual todas las personas tienen acceso en todo momento a alimentos suficientes, seguros y nutritivos para cubrir sus necesidades nutricionales y preferencias culturales para una vida sana y activa.

Ante las reformas a la Ley sobre Control de Pesticidas, Fertilizantes y Productos para uso Agropecuario, la CAMAGRO en conjunto con partidos de derecha y organizaciones presuntamente campesinas, han manifestado que si el Presidente no observa o veta tales reformas habrá repercusiones en la economía de las familias dedicadas a la agricultura, asimismo se afectará profundamente la seguridad alimentaria.

Sin embargo, la seguridad alimentaria está afectada desde hace décadas.  El Programa de las Naciones Unidas para el Desarrollo, sostiene que el 17% de los hogares rurales y el 9.2% de los hogares de la zona urbana, viven en situación de privación alimentaria, lo que significa que consumen alimentos por debajo de las necesidades mínimas de energía que requiere el organismo para funcionar adecuadamente, lo cual demuestra que el uso de agroquímicos no soluciona el problema del hambre.

La inseguridad alimentaria del país tiene causas estructurales, una de ellas es la implementación del modelo neoliberal en el que prevaleció la idea de acabar con la agricultura nacional, porque el libre mercado se haría cargo de proveer los alimentos a precios más convenientes. De esta manera se desmontaron y desaparecieron las instituciones que apoyaban la agricultura.

Se suprimió el Instituto Regulador de Abastecimiento (IRA), eliminando el poder de compra estatal que aseguraba precios justos para el productor  y para el consumidor. La desaparición del IRA provocó la liberalización total del mercado de granos básicos con el exterior, se eliminaron las cuotas de importación y se comenzó un proceso de reducción drástica de aranceles, generando un lucrativo negocio para los importadores nacionales y hundiendo en la pobreza a miles de familias campesinas.

Otro problema, que tiene mucha incidencia en la agricultura nacional, es la injusta distribución de la tierra. A pesar de la reforma agraria, transferencias de tierra y el proceso de legalización de propiedades, impulsado por el actual gobierno,  el  acceso a la tierra para los campesinos y la garantía de hacer un uso sostenible y productivo  de la misma es un problema no resuelto.

No obstante, el problema de fondo es el modelo de agricultura que se nos ha impuesto; por tanto la discusión no debe centrarse en los venenos para eliminar hierbas, plagas o  enfermedades, lo que hay que cuestionar es la causa de las plagas y enfermedades, debemos preguntarnos ¿Porqué las hierbas que crecen junto a los cultivos cada vez son más abundantes y agresivas? ¿Por qué cada vez es necesario utilizar más agroquímicos para obtener menores resultados? Evidentemente sucede porque la agricultura convencional actúa en contra de la naturaleza.

Ante este escenario es obligatorio replantear una nueva relación entre la agricultura y naturaleza, para que la producción de alimentos se comporte en armonía con el equilibrio ecológico, no se trata de generar lucro económico de forma ilimitada, si no de producir de forma sostenible, cuidando la base vital como lo es el suelo, el agua, la biodiversidad y la salud de las personas. Sin lugar a dudas con la prohibición de agroquímicos el país está dando un paso firme en la dirección correcta.

Un nuevo paradigma de la agricultura también  requiere de valores espirituales, éticos y morales. Monseñor Escobar Alas, al ser consultado sobre la posición de la iglesia con respecto al tema de los agroquímicos, expresó con absoluta claridad… “En una adecuada escala de valores, la vida está en primer lugar”.

Funes Appoints a New Minister of Justice and Security, and New Director of PNC

Yesterday President Funes announced he has appointed Ricardo Perdomo to be the new Minister of Justice and Security and Rigoberto Pleités as the new director of the National Civil Police (PNC, in Spanish). He also announced that Francisco Salinas will now head the State Intelligence Organization (OIE, in Spanish), and that David Munguía Payés, his former Minister of Justice and Security, as his security adviser.

The changes come after the Constitutional Court’s recent decision that Munguía Payés (former Minister of Justice Security) and Francisco Salinas (former Director of the PNC) were ineligible for their posts due to their military careers.

Justice and Security Minister Perdomo is an economist and political scientist, and in January 2012 President Funes appointed him as the Director of the OIE. These are not Perdomo’s first government positions. He held several posts in the Durarte Administration (1984-1989) including the President’s Private Secretary, President of ANDA, Minister of Economics, and the President of the Elections Council.

Before being assigned as the new Director of the PNC, Rigoberto Pleités was the Director General of Migration and Foreigners, a post he accepted in January 2012. Director Pleités is an electrical engineer and has a master’s degree in business administration. He has also served as the Director of Human Development at the Ministry of Education.

During his announcement, President Funes said that Perdomo “ought to continue with the work begun to reduce crime in the country over the last ten months of his administration.” He similarly said that as the new director of police, Pleités “should continue the assignment of modernizing the police force with an emphasis on reducing the amount of extortion and organized crime, particularly related to drug trafficking.

President Funes also said that while he did not agree with the Constitutional Court’s decision that Payés and Salinas were disqualified from holding their positions due to their affiliation with the military, it was his obligation to comply with the order.

Salvadoran Legislature Reforms the Law on Access to Public Information

At 2:30 in the morning last Friday, the Salvadoran Legislature approved reforms to the Law on Public Access to Information (LAIP). Civil society representatives have reacted by calling the changes unconstitutional and a violation of basic human rights. The reforms take out any teeth the LAIP had to force government agencies to provide information requested. President Funes said he will take his time to review the provisions and decide whether to sign Friday’s bill into law or veto it.

A block of 46 representatives from the FMLN, GANA, and PCN parties voted for the reforms, while 29 representatives from the ARENA, CD, PDC, and 4 other independents voted against them.

Norman Guevara, one of the FMLN representatives who voted for the reforms, said the Legislative Assembly hadn’t approved the Bible when they created the Law [on Access to Public Information] and that it could be reformed. Monday an FMLN spokesman said that they were open to reviewing the reforms and that their only obligation is to transparency.

The Legislative Assembly passed the LAIP in 2011 with 55 votes after civil society organizations, led by Grupo Promotor de LAIP, advocated for years for greater transparency and the right to access public information. The LAIP covers most aspects of information management by government agencies – classification of information, release of information, and promoting a culture of transparency. The LAIP also creates an administrative infrastructure to facilitate citizen access to public information.

Friday’s reforms weaken the LAIP in many ways, according to Grupo Promotor. The Institute charged with implementing the LAIP no longer has the authority to resolve conflicts over what information should or should not be restricted – they can only make recommendations that government agencies can ignore.  The reforms also remove the sanctions that were to be imposed if a government agency withheld information. These reforms mean that the Institute will no longer be able to implement the law and guarantee free access of public information.

Over the weekend, Grupo Promotor said the reforms give government entities the privilege of secrecy and silence.

An article posted by La Prensa Grafica hints at a possible back-story behind the reforms. FUNDE, an organization that belongs to Grupo Promotor and has supported the LAIP, recently requested information from the Legislative Assembly about their costs related to Christmas gifts. They also requested information related to how much art the Legislative Assembly had purchased. The Legislature denied the request pertaining to the Christmas gifts and they said that a list of works of art purchased did not exist. The La Prensa Grafica article seems to indicate that the reforms were in response to FUNDE’s requests and that perhaps the FMLN was trying to hide information regarding these expenditures.

Yesterday, Voices spoke with Cristina, an environmentalists who researches and writes investigative reports about issues that affect the Lower Lempa. She told Voices that the LAIP and its implementation have been a success. As an example, she told us that for two years she tried to obtain the National Program for the Reduction of Risks. Government agencies, including the Ministry of the Environment, which she says is the most secretive, never provided her access to the document. Once the LAIP was passed she consulted with the information officials and received everything she needed.

Cristina said, “with regard to investigations, the LAIP has allowed me access to detailed information about industrial and artisan fishing, shrimping, trawlers operating along the coast, mining concessions and licenses, protocols for hydro-electric dam discharges, lists of properties greater than 100 manzanas, and more.”

Since Friday, many civil society representatives have responded to news of the reforms. The Ombudsman for Human Rights, Oscar Luna, said, “as public officials we are obliged to be transparent in our work. The reforms should not be able to affect the right to information that all citizens have.”

The Archbishop of San Salvador, Monsignor José Luis Escobar said, “the reforms are a violation of the Constitution of the Republic and the freedom of information.” He added, “I have heard that President [Funes] is going to study the issue, and is reflecting on it, and I as the President not to sanction these reforms and that the law should remain as it is, and that the diputados also reconsider their position.”

Javier Castro, who is the director of legal studies of FUSADES and a representative of the Grupo Promotor, said that group is thinking about legal actions. “We are already evaluating… the resources that we will be able to use at the moment. What we are clear about is that there is a clear violation of the constitution, and that a claim for unconstitutionality is viable.

If Funes signs these reforms into law, it will become much more difficult for activists like Cristina and communities like our partners in the Lower Lempa of Usulután and the mountains of Morazán to access information about the issues that affect them.

The reforms of the LAIP seem to be on par with the constitutional crises that El Salvador has experienced over the past couple years.Democracy is not always easy and sometimes those in power do not like the inconveniences of being transparent or not having control of courts. But it is promising to see civil society stand up to politicians and demand they do the right thing. As Funes reviews the reforms, he will surely consider the outcry from Salvadorans calling for him to veto the bill. And if for some reason he signs the bill into law, Grupo Promotor or other activists like Cristina will have recourse in the Constitutional Court. El Salvador faces a lot of complicated issues – drug trafficking, gangs, economic disparity, and so on. But each time Salvadorans go through one of these democratic growing pains, they come out stronger and better equipped to take on their more complicated problems.

Not to downplay the seriousness of this issue. Salvadorans have worked hard to secure the right to access public information and have a greater voices in their government, and they have the right to be outraged. But this is also an opportunity to solidify the country’s demand for and participation in a transparent and open government.

ANEP (National Association of Private Enterprise) taking on Presient Funes, Again!

At 2:40 the morning of August 17, the Salvadoran Legislative Assembly finished a series of reforms that changed the way 19 autonomous state entities elect their boards of directors. The reforms, which proponents downplayed as relatively minor, drew the ire of ANEP (National Association of Private Enterprise) and further exposed an ongoing feud with President Funes and the FMLN party.

The reforms target entities such as the CEL, which operates El Salvador’s hydroelectric dams, and CEPA, which oversees the country’s ports including the Comalapa International Airport. They also target ANDA, which manages El Salvador’s water and waste management systems, FOVIAL, which takes care of the highway and roads, and ISSS, part of the government health care system.

Though these entities operate like private corporations and enjoy some autonomy from the government administrators, they exist to provide public services and are regulated by law. The President of El Salvador has always appointed the heads of these institutions. The August 17th reforms expand the President’s authority by giving him a role in choosing members of the boards from the non-governmental sector. When these 19 entities need new board members from the non-governmental sectors, they will present the President with a slate of three candidates of their choosing and he will select one. It used to be that ANEP appointed the board members from the non-governmental sector, but the reforms diminish their role in the process.

The relationship between ANEP, the government, and these autonomous state institutions is a little complex. According to their website, ANEP is a nonprofit organization created by Salvadoran businesses in 1966. Its mission is to “coordinate efforts of private initiatives to promote the economic, social, and cultural development of the country, and defend the free enterprise system in El Salvador.” ANEP represents more than 49 trade guilds and 14,000 employees from all sectors of the Salvadoran economy.

Over the years, ANEP has been a driving force behind El Salvador’s embracing free trade and deregulation. In addition to local trade guilds, ANEP’s membership includes 153 large transnational corporations such as 3M, Kimberly Clark, Microsoft, Nestle, British American Tobacco, Sherwin Williams, Texaco, and many others. (see The Nation in the Global Era: Conflict and Transformation, by Jerry Harris, Brill 2009). Each year, ANEP and these transnational corporations hold an economic conference call ENADE (National Gathering of Private Enterprise) from which they generate a report recommending reforms and legislation – many of which are enacted. According to Jerry Harris, this is how larger international corporations influence the government and create a favorable business climate in El Salvador.

Last week, an editorial piece in Diario CoLatino posed a valid question – why does ANEP have to be part of the government? The editorial also asks, “is it legitimate and inclusive that ANEP has representatives in these autonomous organizations, making it part of the government without obligation to a [political] party or government program?” The author indicates that ANEP cites their business expertise to justify their involvement, and that they are a civil society organization and should be responsible for appointing civil society representatives.

While that may be, its more probable that ANEP’s role in these autonomous entities, which provide such important public services, is more a product of their close relationship with the conservative ARENA party. Since the mid-1980s ANEP and members of ARENA have had many of the same political and economic interests. Leaders of El Salvador’s business sector, which is represented by ANEP, have also been the most ardent supporters of, and at times leaders of, the ARENA party. For example, before he became President of El Salvador in 2004, Tony Saca was a prominent business leader in El Salvador and served as president of ANEP. Because they shared so many economic and political interests, and were often comprised of the same people, it made sense for ARENA to carve out a space for ANEP by giving them significant control over the autonomous entities.

Their historical relationship with the ARENA party may help to explain the current conflict with President Funes and the FMLN party. It is already election season. Even though the Salvadoran presidential elections are a grueling 18-months away, the ARENA and FMLN parties began focusing on control of the executive branch immediately after the March 2012 municipal and legislative elections. The language coming from both sides indicates that the feud is political.

In justifying the reforms, President Funes and the FMLN skipped right over the question addressed in the CoLatino editorial – why does ANEP have a role in the first place? Funes instead said that greater government oversight was needed because ANEP did nothing to investigate or prevent the corruption perpetrated by leaders of some of the autonomous entities. The President specifically mentioned the 2002/3 ANDA scandals in which Carlos Perla made off with millions of dollars that should have been used for a water project (click here for a good summary of the Carlos Perla case). He also mentioned corruption scandals in the ISSS (a government health care provider) and BFA (Agricultural Bank). Funes placed responsibility on ANEP and ARENA without explicitly accusing them of involvement, since the scandals happened during their watch.

In response to ANEP’s reaction to the reforms, President Funes said he did not even know why they were taking such a strong position. He also accused them of trying to dynamite the negotiations that ended the constitutional crisis. He added, “there are groups busy creating a destabilizing environment. ANEP has been destabilizing the country, torpedoing the situation [negotiations] and has tried to manipulate the roundtable.” Since Funes took office in June 2009, there have been allegations that the most extreme members of the conservative parties have tried to destabilize the FMLN and Funes Administration by causing social and economic crises.

ANEP began their attacks against the FMLN and Funes administration in May, accusing the administration of mismanaging the economy.  The most heated rhetoric started coming in June and July when this summer’s constitutional crisis flared up. ANEP publically stated that as long as the President and his administration “continues their assault against democracy, the independent judiciary, and respect for the constitution, the private sector will not participate in the Economic and Social Council, CES.”

In response to the August 17th reforms, ANEP posted a statement to their Facebook page saying, “What Funes did today is exactly the same that other non-democratic presidents of ALBA countries [Bolivarian Alliance for the Americas, which includes Venezuela, Bolivia, Ecuador, Nicaragua, and Cuba] have done. And now those countries are immersed in the worst crisis of authoritarianism and lack of freedom in all of Latin America.” ANEP President Jorge Daboub also called the Funes government a dictatorship.

This is the same language that ARENA candidates and their surrogates and supporters have used against the FMLN for many years. Staff at the US Embassy and even members of the U.S. Congress used similar language during the 2004 campaign when ARENA candidate Tony Saca defeated FMLN candidate Shafick Handal. Members of Congress tried to influence Salvadoran elections again in 2009 when FMLN candidate Mauricio Funes defeated ARENA candidate Rodrigo Avila. This summer Mary O’Grady has used her position on the Wall Street Journal editorial board to post op/ed pieces laced with this same kind of extreme rhetoric, attacking both the FMLN and Sanchez Cerén who will represent them in the 2014 elections.

The August 17th reforms that decrease the role of the ANEP in these autonomous government agencies is probably not a bad thing. Not because ANEP is corrupt or incapable, but as Diario CoLatino editorial piece noted, because its not really their place to have such a large role in these public entities.

The 19 entities targeted by the reforms manage over $1.6 billion in public resources and have a profound impact on the lives of every Salvadoran. Voices on the Border’s partner communities in the Lower Lempa, for example, struggle every year with flooding caused in large part by the September 15th Dam managed by the CEL, one of the entities affected by the reforms. The CEL makes more money when their reservoirs are full at the end of the hurricane season – they are able to generate more electricity farther into the dry season. Full reservoirs, however, means that if there is a big storm, like Tropical Storm 12-E that dumped 55 inches of rain in El Salvador last October, communities downstream will likely flood. The August 17th reforms increase the likelihood that someone from the Lower Lempa or at least sympathetic to their flooding issues could get appointed to the CEL board and influence management of the dam.

President Funes Condemns the Murder of Activist Juan Francisco

Salvadoran President Mauricio Funes condemned the murder of environmental activist Juan Francisco Durán Ayala, according to a press release issued yesterday.  He went on to express sympathy for Durán’s family and acknowledge the loss that this murder and others that have occurred in Cabañas represent for the environmental movement.  The president offered to provide “more security to the environmental movement, because its struggles and demands are just,” before reiterating his opposition to the Cabañas mining project.  “I will not put the public health of the population at risk in exchange for some additional income that we could receive,” he said.

PRESIDENT FUNES CONDEMS THE MURDER OF AN ENVIORNMENTALIST FROM CABAÑAS AND REAFIRMS HIS OPPOSITION TO MINING

Today, the President of the Republic, Mauricio Funes, emphatically condemned the murder of Juan Francisco Durán Ayala, a volunteer with the Environmental Committee of Cabañas, which was carried out by unknown subjects June 3rd.

“As President of the Republic I lament any murder that happens in the country, regardless of motives, of course I feel the pain of the family and the environmental movement in loss of these four leading environmental defenders” expressed President Funes upon condemning the murder of Durán Ayala and the three other environmentalists who have been killed in recent years in the department of Cabañas.

Durán Ayala, 30 years old, was disappeared last June 3rd, one day after he was hanging signs about the campaign against mining in the city of Ilobasco as part of his environmental activism.

President Funes said he would ensure the will and the investigative capacity of the Civilian National Police Force, to be able to identify those responsible for the murder and moreover he offered to give “more security to the environmental movement, because its struggles and demands are just.”

“I will not allow any mineral exploitation project in the country, I have said that and it is my official position”, affirmed the Chief of State and he reiterated that the Ministry of the Economy has clear instructions not to authorize any mineral exploitation projects in the country.

President Funes pointed out that he is convinced that even when a mining project can bring some jobs and income for the government through taxes, the cost of the environmental impact and the damage to public health is much greater.

“I will not put the public health of the population at risk in exchange for some  additional income that we could receive,” the President emphasized.

President Obama Re-nominates Ambassador Aponte to El Salvador

The White House announced yesterday that President Obama has again nominated Mari Carmen Aponte to be the U.S. Ambassador to El Salvador. President Obama first nominated her to the post in December of 2009, but Senate Republicans led by Jim DeMint held her nomination in Committee. Sen. DeMint (R-SC) voiced concerns that Ms. Aponte had a romantic relationship in the 1990s with Roberto Tamayo, a Cuban who has alleged ties to the FBI and Fidel Castro.

President Obama used a recess appointment in August 2010 to by-pass the Senate and Ambassador Aponte was sworn in on September 22, 2010. As a recess appointment, her term will end in January 2012, giving the administration just under ten months to get her nomination approved by the Senate.

Senator DeMint and other Republicans have asked to see to her FBI files to better understand her relationship with Mr. Tamayo. In 1998, President Clinton nominated Ms. Aponte to serve as U.S. Ambassador to the Dominican Republic, but she withdrew her nomination when Senator Jessie Helms threatened to ask probing questions about the relationship.

The Salvadoran Embassy website posted the following biography for the Ambassador:

Before assuming the position of U.S. Ambassador to El Salvador, Mari Carmen Aponte worked as an attorney and consultant with Aponte Consulting, and served on the Board of Directors of Oriental Financial Group.  From 2001-2004, Ms. Aponte was the Executive Director of the Puerto Rican Federal Affairs Administration.

Prior to that, she practiced law in Washington D.C. for nearly twenty years.  Ms. Aponte has served as a member of the Board of Directors of the National Council of La Raza, the Puerto Rican Legal Defense and Education Fund, and the University of the District of Columbia.  She was a member of the Board of Rosemont College, and served as president of the Hispanic National Bar Association; the Hispanic Bar Association of the District of Columbia; and as a member of the District of Columbia Judicial Nominations Commission.  In 1979, as a White House Fellow, Ms. Aponte was Special Assistant to United States Housing and Urban Development Secretary Moon Landrieu.  Ms. Aponte has a B.A. in Political Science from Rosemont College, an M.A. in Theatre from Villanova University, and a J.D. from Temple University.

President Obama will be visiting El Salvador March 22-23 during a three-stop tour of Latin America. Last week, Salvadoran President Mauricio Funes said that they will be discussing the fight against poverty, which he says provides fertile ground for common crime and organized crime to flourish.

President Funes Meets with U.S. Officials

President Funes met with two top U.S. officials last week while attending the Fourth Annual Americas Competitiveness Forum in Atlanta, Georgia.The Salvador President first met with U.S. Commerce Secretary Gary Locke who emphasized Central America’s importance to the U.S. in terms of renewable energy progress and trade. Since CAFTA-DR was implemented in 2006, U.S. exports to the region have rapidly increased, with 2008 levels 50% higher than those of 2005 (Commerce Press Release 11/16/2010). Secretary Locke singled out El Salvador for its efforts in renewable energy, stating, “U.S. companies are well positioned to work with El Salvador on renewable energy which is a key priority of the Obama administration. We look forward to continuing to work with El Salvador on this important endeavor” (Commerce Press Release 11/16/2010).

President Funes also met with Assistant Secretary of State for Western Hemisphere Affairs Arturo Valenzuela to discuss the correlation between poverty, migration and security. Funes also stressed the need to combat organized crime throughout Central America and proposed utilizing internationally recognized law enforcement institutions.

At the forum, whose 2010 theme was “Building a Prosperous and Sustainable Future for the Americas,” Funes also called for implementing a regional social policy, noting “Investing in the poor, in social development programs, is also investing in production” (La Prensa Gráfica, 11/16).

Of the more than 800 attendees representing economic and commercial interests from 34 participating countries in the Western Hemisphere, Salvadoran President Funes was the highest-ranking official in attendance at the event. According to the U.S. Department of Commerce, “Total trade in merchandise between the United States and its 48 Western Hemisphere trading partners totaled $954.1 billion in 2009 — or 42 percent of total U.S. merchandise exports to the world” (International Trade Administration press release, 11/15).
